It's telling the paying members not to post photo's per a non-paying members request. Thay also don't want non-paying members to come and ask for information, like "how much do you think this knife is worth" and so on. A non-paying member can still post photo's in a thread as far as I know. Someone can correct me if I'm wrong.

Yes, but only by using a host such as photobucket or some other photo site. A non-paying member cannot create an attachment. There is a difference.
