I think its close, but S30V has way more vanadium and it shows in Ankersons coarse edge test of identical knives.

I never found S30V to be particularly chippy, though. At least not Spyderco's. XHP is good but I don't think it is better than ELMAX or S30V.
 
without having used it, I think of xhp a sort of a "different flavor" of s30v caliber steels. Not really better, just a bit newer and behaves slightly differently.

that said, it's pretty hard to beat knives from Spyderco's Taichung factory for price to material value. though I would consider cpm m4 to be a huge step up from either of the steels just talked about.

Probably made in the same taiwanese factory as the Techno.

It has a full Ti framelock handle, Acuto+ steel at 60R, IKBS bearing system, and it's a flipper. All for a street price of $125.

Oh, it's a hell of a lot prettier...don't buy no ugly knife :)
