I think it's a wire scraper. You see it on a few European Electrician's knives.

Hey Jeff. That one was made by Pablo Castellani. Amboyna Burl. I think he did the ladder damascus himself. 15n20 and 1080 if I remember right. 4 inches closed. Thanks for asking.
