Things to carry when expecting an terrorist attack?

Here is what I would take:

On my person:
A heavy Duty but Medium sized Folder
A SAK
Adleast $100 in Cash
Cell Phone
Phone Card
As much I.D. as needed
A lighter and a pack of waterproof matches
Mini-Mag or LED flashlight
Whistle/Personal Alarm

In my bag:
A first aid kit
One of those mini-burners
A Multi-tool
Spare SAK
A fixed blade of some sort.
Adleast 1L of water
3-6 CandyBars
Some Pepperoni/Beef Jerky
Extra Batteries
Spare Lighter/Matches
Adleast 10 feet of rope
Adleast 10 feet of Duct Tape
Spyderco Compact Sharpening system thingy (hey you never know)
Change of clothes (Sweater/Vest, Track pants, Loose Jeans, Underwear, socks etc)
Gas Mask
Spare filter for Gas Mask
Bandana (s)
Small container of lime juice (use it with the Bandana for a spare mask; only good for Tear gas and light chemicals and smoke)

And if it was massive choas I'd probably have some Bear/Dog Mace and adleast one 9mm or a .45 (or .40 for that matter) and adleast 2 spare mags on my person and adleast 10 in my bag.

Screw the laws in a serve almost WW3 situation; I DON'T WANNA DIE!

And for the NYC blade length WHO CARES! THE POLICE WOULD BE MORE WORRIED ABOUT A MILLON OTHER THINGS!

Thanks for all the helpful suggestions. Obviously, we weathered the weekend without any events. But, you never know...so, to clarify my original question, here's the sceneario I was envisioning - (which is similar to what most people faced during 9/11):

You find out there's an attack somewhere in the city nearby - say within five blocks. It could be chemical or bio, but most likely is just a garden variety hit on a fixed location, like a building. That could mean an explosion, another airplane, or something new. You are given an order to evacuate immediatley because know one knows what will happen next. People are hysterical and heading for the stairs. Security guards and/or policemen may be keeping you from returning to your office, cubicle, cloakroom or anywhere else you might have stashed gear. So, you must get out, NOW.

This likely means that your whole kit must be carried in the pockets you have on you (or at most in a very small back/fanny pack). For most NYC dwellers, that it be only a minimum of multi-use gear that can be carried at all times during office work and back home again without attracting undue attention. So, door breachers, complete changes in clothing, illegal knives and unlicensed guns, while certainly useful in some situations, are probably out. Remember, when you left the house this morning, there was no attack so all the usual rules applied while gearing up. And, you're going to have to walk home, so getting pegged (falsely) as a terrorist by a jumpy cop who sees what he thinks to be unusual weaponry isn't going to help you in any way.

So, given all that, what would you take with you and how would you take it?

For me, it's come down to cash, whistle, keys, bandana, multi-tool, flashlight, compass, map, and cell phone. If I happen to be by my desk, I get the added benefit of a fire escape hood, water, my palm pilot, folding knife, first aid kit, some food bars, rope, tape and walkman.
 
I think that survival gear which is more suitable for outdoor survival is not necessary - weight one can save in an urban environment.

My suggestion (for cases when terrorist attacks are likely, even though I'd avoid the area in question at such a time):
- a fixed blade, a folder and a small SAK/multi-tool on the keychain
- a quality medium-sized flashlight (large enough to double as a kubotan) and a LED keychain light - both with fresh batteries
- basic first aid kit
- Zippo
- pen and a few folded sheets of paper
- paracord
- duct tape
- cell phone and phone card
- cash (including a couple of coins for public phones)
- good shoes and solid, warm clothes
