I quench in foil.
I've done A2, aebl, D2, 40cp, pd1, k390, cpm154, etc.
Almost all were san-mai with 410/416 clad. Haven't had any problems. The only time it takes more than a few seconds to cool down to room temp, is with thick bowie type blades. Fast quench oils are probably faster, plates are surprisingly fast.
Some caution should be used with high alloy steels, I've never had a problem.
