The coating shouldn't self heal. Once there's a scratch through it there isn't any underlying material left which could oxidize and blend in.

I agree that it isn't "self healing", there isn't anything in it that would couse there to be a regenerative effect.
I think what you might have misconstrued is that when Ti has been bead blasted (or other media) it has a particular way of "hiding" scratches as the surface becomes dulled from use, or tarnished from dirty hands using the knife.
This will give the appearance of the "self healing" that you have spoken of since the last scratches will fade from view slightly, unless in the right light or angle of view.
