Can anyone please advise me of the difference in value between the TITANIUM handled Peter Herbst, as opposed to the ALUMINUM version? Thank you in advance.

Considerable. If the Titanium one is not a "notched factory second", I would say roughly triple, if it is a second, at least 1.5 times as much.
