Tool to cut Washers from sheet?

What do you folder makers use to cut washers from phosphorus bronze, Nylotron or Teflon sheet (0.015" thickness)?

I just buy them from knifekits.com

and I think smallparts.com has some .

I use scissors, the stuff is so thin its more like cutting cardboard, now drilling is the hard part!
