true intent of the letters & numbers & phrase.
& the line spacing between the word & numerals
may imply another number (2 or 3 likely).
The numerals likely are a prearranged code
for when; some time period before the call.

Not to mention the number of letters it would take (w, h, r) to turn "Tice" into "twice" or "thrice." Since thrice must be more than twice, it makes sense that if you add up the h(8) and r(18) you get 3 more than w(23).
