Sadly that is found around the world. Too many people take advantage of positions of authority to further their own gain and power without any consideration of right and wrong.

As wise man said thousands of years ago, "...I saw under the sun the place of judgment, that wickedness was there; and the place of righteousness, that iniquity was there."

Also, as stoics believed, there's nothing one can do about others' behavior, but only to try and guide himself by the path of rightfulness is much as possible. And to hope that other people will do the same.
