Trousers for backpacking, camping

Am I correct to assume that the more poly or nylon in a pant, the better it is for the wetter climates?

The more cotton found in a product the more water it will hold. Cotton is excellent for dry climates because it is comfortable, breathable and rugged. However in wet climates it sucks!:(
