Tuning a flaring press

I was loaned an antique harness rivet press without restrictions (except return it eventually) and I would like to get it into working order. It will flare a rivet but seems to split almost every one.

I would like to have it usable enough for sheath work...and soon.

Any suggestions? I have thought about polishing the anvil and maybe some lube. Anything else help to prevent split rivets?
