"U.K. street-legal" tactical: Is there such a thing?

...now if only Spyderco would make the Civillian in pink G10 with flowers on it, and perhaps some tweezers, then I could carry that...

Gadi,

Don't tempt me....;)

Trane fan,

Yes, the Pride's still favourite, though Zardoz's suggestion of a rescue-type knife is a close second at the moment.

Jacknife,

A Stanley knife's blade locks in the "deployed" position, therefore it's illegal for EDC.

Not necessarily!
Stanley Self-Retracting Utility Knife - Lightweight, die-cast handle with self-retracting blade for safety. Rounded point on blade. Furnished with heavy-duty blades.

Also, its possession screams "Football hooligan."

Possibly, depends how old you are, your appearance, and where you intend carrying it.
I'd just go for a small SAK myself, far more useful, perhaps the Pioneer.

jacknife:

the offensive weapons act 1988 (IIRC) exempts folding pocket knives with a cutting edge of 3" or less. This included lock knives.

In the case which set the non locking precedent, the prosecutor argued that the operative word was 'folding' and that therefore the exemption should apply only to those knives which 'can fold in use'. Hence the ridiculous position we are now in.

When subsequent cases challenged this precedent it became evident that the intent of the word 'folding' was to specifically exclude Stanley knives and the like from the exemption (ie. they would not be legal EDC) because they were so often involved in violent crimes, being cheap, sharp, easy to conceal and open.

Anyway, although locking knives are illegal to carry due to case history, which can be challenged, knives with sliding blades of any size are illegal to carry by statute, except where you have a legitimate reason, as would be the case for a 9" kitchen knife, or a hatchet.

I really like Don Rearic's ideas about using the Swisstool as a weapon:

If you need a non-locking tool, check out the side clip. It is fast to deploy as a Yawara stick when closed. If you have time to open the blade, it won't close on your fingers even though it dose not lock, as long as the handles are held together.
