I imagine it {the lip} is practical from the production point of veiw,
in that as it lies paralel to the flat of the blade, & pressure will fit it to the blade, without it the bolster would need to be much more accuratly filed & fitted as it is often very thin piece of brass or steel that would sit edge on to the blade.
the lip also will have a strengthening effect {like angle iron} & will help prevent inwards deformation of bolster from any impact flush wish the side of the blade. {a locking effect}
Just my immediate thoughts!
