This is a Howard Clark katana mounted and polished by Keith Larman.
As a point of reference Howard Clark charges 3800 dollars for an L6 katana, and that is unmounted and unpolished.
There are of course a lot of swords and price points between those two, and some above and below them too.
I suspect for 229 dollars you will get a 229 dollar sword with that level of quality. There's a reason that this one is under 300 dollars and Bugei's cost around 1500+ and Howards will run you 6000-8000+. The real question is: Is that what you want and is that level of quality good enough for you?
My suggestion for what it is worth is for you to learn about Japanese swords before you buy anything. Then you can answer those questions yourself... because only you can answer them anyway.
