If you think he can take care of a carbon steel blade, get him a Svord Peasant knife. They are great all-around utility blades, can be used in the kitchen, out in the bush and everywhere in between. The regular peasant is more of an all-around knife, while the mini peasant is a great pocket knife while still being big enough for most tasks.

In stainless, I would look at the Buck Vantage, large or small. The select version can be had for $25 or so, while the Avid, with Sandvik steel, costs a bit more, but also comes highly recommended. Also consider the Bucklite Max series.

I would also consider the Buck 112 Ranger or Ecolite, as well as the 501 and 503. These are not one-handed operating knives, though.
 
I'm shocked nobody's mentioned Spyderco's Byrd line. The Cara Cara 2 with stainless or frn handles can be found for under 25.00 and you can get serrations if you want. If you wanna spend a little bit more the Spyderco Tenacious is awesome.
 
enlan el02b, I have one one the way. After watching a hard use video and seeing the price you can't go wrong for the price of lunch.
 
I think he would like a kershaw cryo. Or maybe a crkt ripple. I loved the spring assisted and flippers when i was a kid. Fun to play with.
