I have, to day, via e-mail, received the following reply from UPS.
Dear Mr. Gollnick:
Thank you for your inquiry. The UPS Customer Counters commonly inspect
packages. We verify that they are packaged according to UPS guidelines.
In the event of a damaged package the claim may be denied if these
guidelines are not met. We would rather spend a few extra minutes to
ensure that the packaging is sufficient, rather than go through the
process of filing a claim for a damaged package.
We also inspect for content. This is to ensure that the package does not
contain any restricted items, or items that may pose a hazard to our
package handlers. UPS does reserve the right to inspect any package
going through our system.
We hope this information proves useful. If we may be of assistance in
the future, please feel free to contact us.

I have replied asking them to address the theft question. Inasmuchas UPS has several fine compeditors, I see no reason to risk any valuable knife by sending it UPS.
