I would have to say that IF in fact differentiating fossilized ivory (read: not ancient), other fossilized ivory like substances like walrus, and other ivory like materials is a matter of shining a UV light on the piece in question or using a microscope, there is ABSOLUTELY NO REASON that these should be included in the ban. remember most, if not all, PDs should already have the UV Lamp and microscope necessary to verify. It would only be a matter of sending a few good compare and contrast pictures to the PD and informing them of the new bill. These trained officers would then only deal with cases of verification as the need arises. This should not be an expensive or time consuming way of dealing with this part of that problem. I would go so far as to say that there would be no new costs incurred to anyone!
Furthermore; large legislative systems, like gear, will weigh down and render the user less effective. More gear is not better if the users cannot use it due to over burdening or lack of skill. Training and education on distinguishing Ivory and all other ivory like materials, on the other hand would not weigh the government down and would likely lighten the load on everyone. This bill IN ITS CURRENT FORM would be ineffective purely on this principal. K.I.S.S.; training is, big legislative systems aren't.
Just so we are on the same page; if 100 intelligent people capable of free thought and reasoning can tell the difference between ivory and the others, a dishonest person could fool 99 of them but still get caught. But even only loop hole in the system would let him through, given the time. Relying on someone else and their system to do the job that you could very easily do because you cannot be bothered is more of a condonement of the illegal act than to do otherwise. This is therefore irresponsible and a violation of YOUR AMERICAN DUTY to your fellow Americans. That is not "AND JUSTICE FOR ALL". That type of apathetic attitude will destroy this country.
If I were Christie, I would veto this bill and tell them to omit the part about banning non-ivory legal things and suggest setting up a way to train the police to differentiate between the banned Ivory (which would be all of it) and the other stuff.
PS I live in NJ and deal with these type of knee jerk, feel good, band-aide fixes all the time. My cop buddies even try not to enforce a lot of them. The likelihood is that the training part would have to happen either way! And as always, thanks for reading! :^)
