Shipping to Canada just means adding a small form to fill out declaring what's inside and the value. Best way to ship is regular old USPS, receiver often gets stuck with "brokerage" fees if you ship UPS/FedEx, etc. Canada Customs shouldn't bother with these. Canadian knife laws are pretty simple - No autos (switchblade style or OTF or anything with a button on the handle - assisted is fine), no daggers or push knives.
