Variations in '98, '99, '00 Commanders

After reading the posts on the different features of Commanders of different years, I compared this info with my examples...

My two '98 Commanders one satin, one Black-T conform to all of the stated qualities of the 1998 (serialized) versions.

However, I have a '99 which has the old blade grind, but the new scales. This same knife has the thick liners, but no secondary detent. Old style pivot.

Another '99 has the one old, thick liner and one thin liner. No second detent cutout, old style blade grind.

2000 seems stock.

My question is: Can any given Commander from 1999 have all, none or any combination of features offered that year?

Absolutely. There have been a couple of "transition" Commanders like the '99 you have. I don't recall hearing about one old and one new liner before. LOL
 
I thought it was strange, too. Obviously two different thicknesses when you look...
The thick liner is the lock-side, the thin one is the other.

The thin one has no detent cutout either...

One of my '99 Commanders is as you described. It has one thicker (lock side) and one thinner liner, thick scales, serrations on the thumbramp-part of the liners, no secondary detent. It's a "transition Commander"! It's also my usual carry Commander...I like this one more than my early '99 (just like the '98).
