I don't live in the Yukon or even Minneapolis, but it's 15 outside now and I want to set up a propane forge in the garage. The garage is not bad,but a little drafty so makeup air is not a problem. I was planning on building a hood at 6' 6" off floor so I don't bump my head and above the small forge at waist level, then install an 600CFM induct fan to draw gases out thru the roof. Do these gases rise naturally or do they settle down low(problems)? Can't remember. Does this sound safe or a debacle ready to happen? Hate debacles.

"If" you have a hood above the forge, warm air rises and it will all go outside. You can feel the heat from the sides and it should warm up the shop pretty good. If you don't think you have enough air flow, raise the garage door just a little and you can regulate it that way. If you have the forge regulated right, there should be a neutral flame in it so there would be no carbon monoxide being produced.
I say go for it. If you pass out when forging, with the door is slightly up, the fresh air will revive you and you can shut the forge off. :) Just kidding.

Whatever exhaust hood design you decide on, do yourself a favor and buy a carbon monoxide detector for the garage. I bought one from home depot that is a combination propane/natural gas/carbon monoxide detector and has a display that reads out the level and type of gas detected. A detector isn't that expensive and is cheap insurance when considering the alternative is possible death.
