If you are talking about the fiber spacer material, It looks like gasket material to me. Try industrial plumbing supply, or look up bulk gasket suppliers.

Vulcanized paper was used in the wooden tennis racket industry. Since wooden tennis rackets are not made as much the paper has become scarce. I have not found it from a wholesaler. K&G had it at reasonable rates last time I purchased it was very reasonable. Availability will always drive price though.

The electrical industry use it for insulation in motor winding and repair and also in the switch gear manufacturing. Their term for it is "fish paper".

Looks like most is being imported by china. I looked at K&G and they do not have much. It looks like the colors are beginning to dry up.
