Want to buy a Balisong, HELP!!!

Hey guys,
I am interested in buying a balisong under 40 dollars(just to get the hang of it) and then later get a nicer knife like a benchmade. I live in California so I have been told by a friend that I cant get one?? Also does anyone have a Jaguar or Bear that they would sell to me for like 20-30 bucks??
That would be the best!
