Depends on local law, too. Take a look at the Spyderco Endura or the smaller Delica. The Endura 4 is the latest version or you might like the Endura Wave. Good working knives and very flat for easy carry.
 
alright, to answer some of your questions, price range is 300 or lower... ish... blade length 3- 5, just causal use of cutting rope, wood, and of the sort, i dont really mind what kind of lock, as long as its good, and i live in newfoundland canada so the law isnt really strict about it, thanks!:)

For back pocket carry, a flat (thin?) knife is good for comfort when sitting, etc. So a Delica 3 (maybe a Delica 4, I don't know) would be good. For me, a large knife like the Military would be way too big.

$300 to spend don't buy 1 knife...buy 2.

First pick up a Spyderco Delica. Great knife. Great price. Strong proven lock. You will probably have it forever.

Second pick up a full sized Bechmade Grip 551. Great knife. Great price. Strong proven lock. You will probably have it forever.

Both of these knives offer the best features of their respective companies. One is bound to tickle your fancy. The BM 551 has a thicker handle, a thumb stud and an Axis lock. The Delica has the hole, is flat, and is a lockback. 9 out of 10 days I leave my house one of those is in my pocket. Both knives together should only run you just over $100 or so. You can send the money that you didn't spend to me for being such a great guy.:D
 
i'm surprised that nobodys suggested a fancy custom or semi custom knife yet.
I just bought a few knives recently, i like the Kershaw Junk Yard dog and speed bump. The bump is really nice for cutting since it has that recurve blade but the tip is pretty weak if your going to be prying with it or anything like that. I also like the spyderco Native, its the only small knife i actually carry, ever.
Right now at work, i'm a welder in a shipyard btw, i carry two knives. A sog flash II and a spyderco H1 Salt, fully serrated.
Any of these knives will fit your needs and you could probably all of them for $300 combined.
 
Not the flatest of knives but is still a good one; the Benchmade 610 Rukus. Axis lock, premium S30V blade steel, 4.25" flat ground blade. Even though it may be a tad thicker than you want, it is fairly narrow from top to bottom (width?). Even with the purchase of it you will still have enough left over to pick up something else if you go to the max limit of $300.

Just went back and noticed that it might be 3.5" blade you are seeking, and not a 3" to 5" blade. If that be the case, then through out the 610 and bring in the 615, Mini Rukus!!
 
Try a Spyderco Pacific Salt.

It's very light-weight (remember, summer is coming), extremely sharp, easy to sharpen, and it cannot rust!

And it's available in yellow or black.

Well, small :), light and nice :) :thumbup:
(OK, there are even much smaller folders, however Opportunist is about as small as I can use comfortably.)

The feature I like most is full wooden backspacer (OK, S30V isn't bad either :)):
