Washers Question?

Are the washers in a knife suppose to rotate in a knife as you open and close it?

Some do, some don't.

Yea, I'd say most don't. I've seen some really cheap knives with spinning washers, but even those are rare.

Not supposed to.

The blade rotates pressed up against the washers, the washers shouldn't move.

It all depends on which surface has a higher coefficient of friction. Generally, the heel of the blade is more polished than the inside of the frame.
Dual washers, ideally, should only rub against each other.
