Watched threads notification is broken for me

I keep running into this constantly, where i get no notification for threads i am "watching without receiving e-mail notifications". I went ahead and cleared all my notifications in the past and then as i keep using the feature at some point it breaks and no longer works again.
When i visit a thread I'm supposed to be notified about, that is still on the watch list, it resumes notices just for the one thread i visited recently.
Is there some threshold i should be concerned about? I'm not watching an awful alot of threads here either...
