Waterproof and or windproof lighters ?

A zippo requires some maintenance and upkeep in order to work properly. A mechanical clock will not work if you don't wind it. Doesn't mean it's a bad clock.

Smokers never have issues with their zippo b/c they use them and fill them daily.
I would look at a butane cigar torch lighter by Colibri or Xikar.

Alternatively, google "creme brulee torch" or "kitchen torch"

I have found that a Zippo pipe lighter works better for lighting a fire, than a regular zippo, if you need to hold it horizontally to do so. My Zippos work first time, every time.
 
I picked up a Windmill Trekker Stormproof Lighter for a really good price. It's definitely the most reliable lighter I've ever owned. It doesn't exactly qualify as small by any means though.
