Welding and hardening steels

I have a kind of unusual question I think.
I want to have some steel pieces welded for a couple of applications, and am wondering how hardening might affect the welds, or the welds affect hardening.

Two projects off the top are hawks and round knives.
If I want to weld the handles to the cutting heads, does HT mess this up?

I figure both 52100 and AEBL for materials, but that might change.
 
Needs to be welded before HT. Tig weld for stainless and use 410 filler rod. Preheat weld area with a torch to ~ 400'f, weld, stress relieve at 1350'f for two hours, heat treat. For carbon steel, preheat to 400'f, mig weld, stress relieve at 1250'f, heat treat.

Must be 100% penetration welds.
