Wenger "Inside" and "Outside" Wire Cutters

I am new to Wengers, having owned Vics all my life. On my new Wenger's pliers, there are "inside" and "outside" wire cutters. What is the purpose of each kind of wire cutter?

Im not sure about there intended difference in use,but I like wengers pliers,for what thay are they work well and whether needed are not the inside wire cutters are pretty effective.

Is the outside possible a wire stripper? Might be to take the "outside" off the wire.

Great idea! I did not think about that, but will definitely be using it that way. I just wonder if there is supposed to be something else to it.
