Funny this thread should happen as I too am looking the almost yellow westinghouse antique paper ivory micarta for a project. It has butterscotch or fossil ivory look to it.
In my research, however, it appears that some early recipes used for certain industrial applications had asbestos and some closer to the 80s did not, at least according to pool cue and duck call collectors whom have entirely lathe-turned calls and ferrules made of the stuff. I still have asbestos based linoleum in one room of my house but it's un-torn and stable... I wouldn't advise grinding micarta that consisted of it but how do you know unless you send off to get it tested? You can get it tested... If you can find a piece for the right price (and desired color) it may be worthwhile to take to a local asbestos disposal company for testing before starting a project.
I will say Sheffield supply's had the closest equivalent called 'antique linear ivory paper' but it would be cool to procure the real deal IF someone has the means to work with the material (not likely). If you want to get a good representation for the Sheffield stuff I'm about 99% certain freedom arms uses it for their ivory pistol grips. I own a FA gun with it and it's fantastic stuff.... almost a dead ringer:
