What are these splotches on my etched blade?

Can anybody say what this is? I suppose it's either my heat treat or something in the steel itself, but was wondering if anybody could tell me for sure. The other side has it, too, but not as bad.

might be decarb you didn't grind deep enough to remove after HT
might be surface contamination acting as a resist

my guess is decarb

hmmm..thanks. I'll go re-grind and see if I can remove it. This looked good prior to the etch - I thought if I removed all the scale, I was good to go?
