What is it? Pocket knife found magnet fishing.

My guess is some sort of tourist knife. Some places will have a rack of knives with all sorts of common names on them that you can buy as a souvenir.

I'm guessing someone named Garrett is missing a knife that he or someone he knows bought while on vacation.
 
OP- Is there a close up or just better photo of the ricasso markings on the left side? Opposite of the Stainless steel.
It looks like there might be an Importer's brand name there.
I suspect the "Garret" to have been added by the owner, or a PR thing for a business/store and has nothing to do with
the knife itself.
The design points to Moki and G.Sakai, and you can see similarities with some 1980s Gerber/Al Mar knives.

Found this one, with the same AS tang stamp. OP's is definitely a souvenir-quality knife.
 
Nothing here that solves the identity of the OP's knife, but I found a vintage knife marked "GARRETT", that says "Japan" and "Stainless" on the ricasso of the knife blade, and the blade-kicks are very similar in design as the ones on the knife posted by OrangeBlueOrangeBlue. To me the blade-kicks are rather distinctive, I don't think I've ever seen them like that before seeing the knife posted by OBOB.

The knife blade also has a stamp that the seller says is "Barlow" on the ricasso above "Japan" and "Stainless". Apparently "Barlow" was a brand as well as a type of knife, as I see other knives marked "Barlow" that are clearly not a Barlow style.

That appears to be the same font for my GARRETT.
