What is minimium barrel length for a 22 rifle?

The "optimum" length of 16 inches (or 16.5" as I remember it) is taken across a spectrum of the standard, high, and hyper velocity rounds that populate the 22 world. Like all averages, exceptions can be found to it, and I absolutely guarantee that the rifle will have superior/inferior performance with different weights, speeds, and bullet designs. Nice thing is, unlike a centerfire caliber, you can probably comfortably afford to try out a HUGE range of different ammo and find that sweetheart load, if you want. I bet any of them are more accurate than the realistic killing distance of a 22LR will necessitate. Like I said, tennis ball at 30 yards (easy) or 40 yards (good day) with a 22 snubbie. Seeing as how, beyond target shooting, we really have no business shooting anything with a 22 much farther away than 100 yards (little bullet loses its tiny amount of energy very quickly), I think ANY scoped rifle is going to be absolutely fine.
 
Ruger sells the Charger - which is basically a 10.22 made into a pistol with a 10" barrel. I would have no worries about shooting a 13"bbl - which OP seems more than confident is legal in Canadia.
 
I wouldn't cut the barrel down less than 16 inches. Canadian law is odd regarding 26 inch overall length rule. Shorter barrels are legal as long as the overall gun length is 26 inches if they come that way from the factory but that minimum 26 inch rule doesn't apply to barrels cut down by anyone other than the manufacturer. Example-you can buy shotguns with barrel lengths under 18.5 inches as long as the gun is minimum overall 26 inches. However the law says you as a non-manufacturer can't take a hacksaw to grand-dads shotgun and cut the barrel shorter than 18.5 inches.
