back in the thirtys and forties some states required that all surgical instruments be made of a rust resistant steel (stainless steel) to be able to be sterilized. as exposing carbon steel to steam sterilization would shurely corrode them in short order leading to infection problems as bits of corrosion fall of the instruments into the wound.

that is the meaning and derivation of this term.
