what is the best "all around" blade style/shape for a EDC fixed or folder ?

Go with dedicated blades. My EDC for daily duties is not my shiv. The hair splitting edge I re-polish every weekend is not conducive to exploring one's darker side.

From my use I've found a folder to be easier to put away after use, whereas the fixed blades I carry are quick to deploy but almost impossible to resheath one-handed. They also tend to have coarser (120-400 grit) edges or SpyderEdges.

For your EDC I would suggest a very different blade shape and edge to any sort of "stick 'em with the pointy end" device. Think about a waved Matriarch or Benchmade Adamas 175, for a reasonably compact yet sufficiently pointy tool.

As far as ease of deployment, I would try out a few different options at a brick'n'mortar establishment, looking for something that was preferentially quick - that is to say, easy for you to draw, and not for someone else to remove from your person and potentially use on you.

More to the point, I would encourage you to enroll yourself in force deescalation courses, with an emphasis on non-injurious restraint methods. As I understood your job description, your role would hopefully lead to employer-provided training of the sort.

Speaking only to your utility needs, you might want to look at Blind Horse Knives. They have a couple of smaller FBs in different blade shapes that could be useful to you. The Brumby Lite is very close to your OAL and fits in the blade shape/grind you've mentioned. A G Russell also has a couple of FBs on his web site by Bob Dozier and Keith Murr that come set up for horizontal carry and fit in your preferred specs.
 
Droppoint for me, or leafshaped blades like a lot before me :) .
They are useful for almost anything I run into on my daily routine.
 
My current favorite EDC is a CRKT M4-02S with the stag handles. the overall length is 7" but the blade is 3 1/8". I find the weight and balance to be just perfect for me. It is an assisted opener and the action is excellent.
 
You got great advice from everybody. I will just add my twopence :
spear point or drop point, obviously, although a clip point will be fine, too.
The belly and the point will make for a very versatile blade. Length : 4", which will provide (in a folder) a handle of around 5 ". Enough for mighty paws. Anyways, a small blade makes for much more powerful work. Guess why the Norse men have very few blades over 4" long ? Efficiency, that's the word.
