The only thing that I can get a hold on at this part of the world is.........mineral oil.........shall use it on the blade...........

Maybe be some furniture wax on the horn handle.............??
 
Put hooflex, or any handcream with lanolin in it on the horn handle.

You can also get lanolin from a pharmacy.
