Blade or blade and handle? For a thin blade, the Spyderco Stretch is very nice for total package the Benchmade 530 is a bit under 3.5" but is very, very light and trim.
The BM 940 and Spyderco Caly 3.5 are some of the sleekest, best carrying knives on the market. They pack huge blades into relatively small handles that practically disappear in the pocket but feel comfortable in the hand.
I heard that the Svord Peasant is pretty thin. I have a Mini which has a 1.8mm blade stock but not sure if they reduced the thickness for the mini. Sites also list the Peasant as being 3" but I hear that it's almost a half inch longer.
Caly 3.5 gets my vote. Very thin FFG grind, compact profile disappears in the pocket with excellent ergos. Read about its feedback here on BF, and youtube.
The 530 is also super lightweight. It's actually an excellent knife.
They are (or were) available in 440C, 154cm and S30V. The S30V has blue scales and was an exclusive for one of the dealers, can't remember off hand which.
Only bad thing, and "bad" is subjective, is that, because of the thinness, the Axis lugs are, also, very narrow, which makes operation a little different. The blade (on mine) was also so lightweight that you couldn't snap it out as easily as my other Axis knives. That thin blade sure does make for nice geometry though.
If there is any way for you to try handling one I'd take that opportunity. The thing was made to fit your requirements.
If you really want 3.5 inches and no less, then try to hunt down a Benchmade mini Skirmish. That knife has the best cutting edge to handle length ratio I've ever seen. It hits 3.5 inches on the dot, but it's the same closed size as the Delica or Skyline. Just over 3/8th of an inch thick on the handles.
Check out the Mercator K55K (carbon steel) or if you prefer a one-hander with a pocket clip and stainless steel, the Al Mar Ultralights are excellent knives...
