What is this band?

I'm sanding out a santoku, and I am seeing this anomaly in the middle of the handle/bevel. At first I thought it was a high spot, however unlikely that might be due to the location.
But I've been through about 10 sheets of 320 and it's still there. The weird thing to me is how it runs from the bolster area down the bevel onto the blade.
Any thoughts? I hope these photos show it. It's not a scratch, it's a 1/8 inch wide line that you can make out when the swarf is left behind from sanding.
I am sanding with a flat stainless bar which is 3/16 or slightly more.
I just sanded another one, same style a week ago a didn't notice this, nor did I notice this on the other side of this one.

You didn't say what steel it is, or how you heat treated it, but it could be a quench line (hamon). Or maybe alloy banding.

It is AEB-L at 62 hardness. I was wondering if it might be some anomoly in the metal Phillip.
Could it be a magnetic area? I noticed one other little spot where if I wipe the blade then lightly tap my used 400 grit across the top that one spot always collects a good bunch of sward where the rest of the blade collects very little. Weird.
 
AEB-L shouldn't have a quench line. It's probably alloy banding.
 
I made a small chopper out of AEB-L and I had a funny spot with it too. It really showed up after I etched it.

Sometimes weird things happen like this if you use foil in HTing. It's where the foil touches the blade.
