Don't know if you're right or not, but this is a really clever guess. Since it is only on one side, I think it may be the leading guessCould the axe be part of an axe and irons set for firefighters? Maybe the divot helps hold the irons? Just a guess.

Wow. Absolutely guaranteed to get a good answer from you. It's only on one side, (you couldn't have known) so I'm guessing not in this case. But now I'm researching these jigs!Very possibly for use with a USFS modified belt sander jig. Such a divot would give a consistent spot to securely anchor the tip of the angle adjustment bolt.
Plumb had all kinds of these shapes stamped deeply into their heads, triangles, circles, stars ect.
