What is this?

It is a brush axe or brush hook. use for clearing out brush and undergrowth from trails and fence, and the like.
 
Correct Omniviking. The chain gangs working the roadway in North Carolina before we decided this was cruel and unusual punishment used them. Every farmer I knew growing up also had one. Properly sharpened, it is an amazing piece of equipment.
