I've recently been seeing some knives with VG-1 steel. Is this a carbon steel or a stainless? Thanks

It's a Very Good steel, in fact number One! None of that Vietnamese "G.I. beaucoup beaucoup number 10!" stuff that confuses the hell out of Westerners.

PS: It's a high carbon stainless.

VG-1 basically removes a lot of the alloy including carbide formers (and cobalt which is mainly a HSS element) while maintain a high carbon percentage, so you would expect it to be able to run harder than VG-10, take a higher polish, be tougher though have less corrosion and wear resistance. It should also be cheaper than VG-10. It should be similar in performance to AUS-10A.

To understand this steel you must do a search for
Vampire Gerbil.
