What kind of modern pocket folders have strong tips?

CRKT folding razel is about as tough as anyone could ask for. Very impressed with mine. Can eBay one for around 30 bucks.
 
Hogue EX 02 has a very strong tip, and can likely be found used within your price range.
 
Enduras and Delicas have rather stout tips (look for the sabre ground versions). Cold Steel American Lawman would be another option (it's strong enough while still being useful). Benchmade 550 Griptilian.
 
Not sure what your lookin for exactly. Do you want something with a stout tip with a greater angle(sog bluto, small knife, interesting and cool design, awesome f&f but not as functional as stylish) or a very acutely angled "stabby" blade(Al mar eagle talon, a but over budget. Maybe they make a hawk talon). Look for something withiut a full grind that continues that grind proportionally almost all the way to the tip. If that's at all understandable.
 
Kershaw Blur's have decently strong tips. I second the suggestion of the Spyderco Delica / Endura.
 
I picked up a ZT 0350 for just a pinch over $100. It has the stoutest tip of anything I own. If you check the exchange, you will see them under $100 every now and then.
 
BM's small Bone Collector is pretty stout and still useful for piercing. It's a <3" spearpoint blade in D2. The blade's 3mm thickness goes almost all the way to the tip at the full width. They're DC'd now but several online vendors still have a few left.
