what quality folders out there with a blade length less than 2.5 inches

Surprised that no one has mentioned the Spyderco Kiwi and Dragonfly, both superior to the cricket in my opinion in all aspects except for thickness (the cricket is crazy thin). The Kiwi is the biggest small knife with the Dragonfly not far behind. Both come with VG-10 and are great pocket knives.
 
Ball lock, great ergonomics, less than 2.5 inches. a tad heavy but solid feel. Wish they made a lightweight version with a black blade. Sal, you listening???

I'll second the Poliwog. Bought one for my gf last year and have been tempted to pick up one for myself ever since. Its a GREAT little blade that feels like an extension of the arm.
 
2.5"?????? That's not a knife! I have wooden toothpicks bigger than that!

There are many high quality small bladed knives (although I don't know why) out there.

Your best bet is a Gerber Nautilus. The knife blade is slightly less than 2-1/2", it has both flathead and phillips screwdrivers, good scissors, a great grip, and best of all a great working LED flashlight and laser pointer built right in. It's great for finding the right key or door lock in the dark, and it's bright enough to light a walking path. It's all in a package no bigger than a Buck 110. Outstanding! I love mine (I have several of them). Since it has tools on it, and a belt-pouch, I believe Law Enforcement would be a bit more lenient on you with one of these, and would consider it more as a multi-tool than a weapon.

You could try buying a really beat up knife that you like on eBay and sharpen it down to 2.5 inches. It's cheap, and you're familiar with it.
