I believe it's to facilitate drying and cleaning of the "innards" of the Rescue.

I've had more paper cuts than cuts from knives, but the knives are QUICKLY gaining!
 
I beleive it is there from the Mariner which has a slot similar to other sailing knives.On the rescue it was for drying the insides.On the mariner the slot was also for this reason but on other marine knives it was used for undoing shackles on the boat or ship etc.

Ricki's nailed it...t'was there for drying out the innards but actually makes a great shackle key (with SS handles, natch)
