I have a delica 4 and boker trance. been away from collecting for awhile but it looks like the mini grip and delica still haven't been updated. Whats new with 3" or shorter blades under $75?

It's over 3" but the new 2015 Blur was released a little while back, Navy Blue
(At about $100 the limited Elmax models are starting to disappear. Even reappearing at huge markups).

Cold Steel updated their japanese-aus8 steel to american-cts-xhp on almost if not all their popular models; including the code4 and voyagers, also over 3", (save the voyager medium), but currently found just over or right around the $75 range: on the flip side of that the discontinued aus8 models have been seen all over selling at greatly discounted prices, and disappearing fast.

Kizlyar Supreme from Russia are making some decent looking Knives in 440c for under $75. Sizes varry.

Newish company Kilimanjaro has a cheap lineup with a few sharp looking models, I was intrigued enough to buy one of their cheapest ones (3" vertice) i saw for <$10... So far I must say, not bad at all for a $10 knife...

It's not all ground breaking "new" info, kizlyar debuted in the u.s. just a couple years ago, but their full line is being made available now. Kilimanjaro I believe just released last year, maybe sooner, so all "newish" in the budget sub $75 knife world.
