What's the highest quality folder for $200?

I'd try the ZT0300 series.
 
I just got a ZT0300 and I have to say it is purdy durn solid. As to the subjectivity, I would defiantly call it a niche category. It is very stout and bulky. I don't mind a heaver, bigger blade for EDC but the ZT is pushing it. BM 940 are roughly in that price range and they are very nice.
 
I'd probably have to agree, the ZT030X. It's a bit higher though...usually on the street they go for $235. But 3D G10 AND 3D titanium framelock AND S30V...you don't see that often south of custom made knives.

Definitely not for everyone though.

My vote is a ZT 0350 composite blade...I had an 0302, it felt too big and heavy so I sold it (I do regret it, and will get a replacement as soon as I have the cash), the 0350 is a bit smaller and a good bit lighter but is still solid as a tank.
Kershawguy has a few left if I'm not mistaken.
 
What about the Pohl Force Alpha 2? A great tactical knife an a hughe hell of a folder...

For $200 dollar & under production folders it's pretty tough to beat a Mcusta for overall quality/fit and finish.

I've changed my mind. The 0300 is still fantastic and a showcase of engineering, but if we're looking for a real work of art out of a knife, an assertion I find plausibly derived from your original post, then I'd suggest these three:

I've had four different models of ZT folders and they've all been great. But when I play with the obviously Ken Oniony ones (I believe the 0400 was also a KO, but it's much less obvious) I end up just wishing I was using one of those three up there.
