I just noticed that it's now free to receive funds for personal accounts. Fees only apply to Premier/Business accounts, which allow credit cards to be used. Credit cards previously were able to be used by anybody, even personal accounts, but now it only applies to Premier/Business accounts.

Sounds good to me!

It must have been done fairly recently (past month or so).

Sounds like a scam to me. Tell you what... Send me, say, a hundred bucks. I'll let you know if they slammed me with a fee.

A few weeks ago, a "memo" from the current eBay CEO was sent to all members. It explained the new fee increases and reductions on eBay and I believe it mentioned changes to PayPal, which eBay owns.

When buying from a private ownwe, paypa; really has no way of knowing what you bought.
In an Ebay auction, the auction and item is listed in the paypal transaction.
If you buy from a private owner, paypal just has a button you click on that says "merchandise".
Thus, they don't even have a way to search their internal database to see exactly what was bought.
As far as the fees for personal accounts, well - I've had many account for a few years, and as far as I remember, there were never fees involved unless you upgraded you account.
There is, however, a limit on how large the transaction can be if you're using a personal account.

It's always been free--just depends on what options you have set your account with. I've had an account for 4 years with no fees. Register your checking account or link a credit card to your Paypal account and you have unlimited transfer amounts between your accounts.

Can you buy or accept payment for balis and autos still, Planterz?
If you're asking me personally, yes, I'll accept payment for balis and autos. :D

And unless paypal somehow as some miraculous insight as to what people are buying/selling (or do it with ebay), they've no way of knowing what 2 people are doing. They just handle the transaction.

The way I understand Paypal is that if you set up a "Personal" account you can receive money without any fees deducted as long as the source of the incoming funds is a direct transfer from someone's linked checking account or from their Paypal balance (i.e. not from a credit card). But (and this is a big but!), if you do accept someone's payment that is funded by a credit card, Paypal will automatically "upgrade" your account to 'premier/business' status and deduct fees. Then, any payment you receive whether from chk account/balance/or credit card will be subject to fees. And I don't believe there is any way to "downgrade" to Personal again, other than setting up a new account.

If this has changed at all, where they distinguish btw credit card and non-cc transactions, that would be great, but I doubt they would elect to collect fewer fees.

I recall when I first set up my Personal account several years ago, they allowed a set dollar amount in credit card funds to be received w/o fees and w/o "upgrading". But that changed pretty quickly.

OK, I just received a paypal, and they still took out a fee. WTF?

OK, I get it now. My account is setup to be a "Premier Account". I guess it's always been that way, or when they redid their fee/account structures, that's what mine rolled over too. So I assume most everybody's is like that.

I'm going to set up a new account, a Personal Account (which has no fees).
