Going to take a stab at a leather stack handle and was wondering if anyone could point me in the direction of the kind of place I would look for colored accent layers,.. Colors and what not. What are these most often made out of?

What they are made out of depends.

Brass
Micarta
Vulcanized fiber
Antler
Ivory
Bone
Wood
Aluminum
Stainless steel

In WWII many theater knives had clear (durable) plastic spacers installed, which were fabricated from the airplane windows.

Different suppliers have different materials. What colors and thickness were you looking for... that might help with an answer.

How thin is thin, and what part of the planet are you on?

Depending on how thin you want, for reds and blacks, G10, Micarta, and vulcanized fiber are options for spacers, the fiber being least desirable of the three.

You can get them from USAknifemakers.com or K&G finishing for the vulcanized fiber. (the 3 layer and 5 layer from K&G is not 3 and 5 sheets, but one piece made of layers, check your order before buying)

I've seen some really old stacked handle knives with colored accents and they appeared to be plastic... I'd consider trying G10 for something more durable.

If you glue the leather washers with epoxy between them, that will show as thin black lines

Use some imagination.
Just about anything can be used as colored spacers. One of my favourites lately is cutting up composite cafeteria trays.
For a time, one of my 'trademarks' was a layer of blue Formica right next to the buttcap.
Just look around yourself, literally tons of phenolic & composite scraps to play with.

Bloodwood, ebony, ebonized Pear, and holly veneer woods have all worked well for me, as well as thin bone and antler, copper sheeting scraps from the local roofing store, and certainly white birch bark.
