Or if you're actively using it. Most likely you'd be using it at the time - clicking on emails you shouldn't, clicking "yes" to security warnings, etc.
Powering down your system is not a good solution if it is used in place of other solutions. Keep your system patched, keep your anti-virus software up to date, run a firewall, preferably use a NAT router, use an email client other than Outlook Express and a browser other than Internet Explorer, know how to lock down your system's security settings, don't haphazardly download software, don't click "Yes [install this]" to any security warnings, etc etc etc. The best advice of all time is to not use Windows.
Thinking about it, I don't think I've ever had a virus problem other than situations when I knew I'd get infected and didn't care (and knew I could fix it), or when I intentionally infected myself. I've had internet access since around 1995 and a computer for a few years before that.
