I would assume that you're looking for a 4" steel because you're looking for light and/or compact. What about buying a length of steel rod from one of the knife making supply companies? Cut to length. If you were careful you wouldn't need to put a handle on it. If you wanted a handle, all you'd need is a piece of wood and a drill.

It would certainly be worth packing a small steel rod into the woods IF a steel is essentially a steel rod.
EZ Lap does make a small diamond steel. The one that I have is several years old and measures 31/2in. It came with a leather sheath that is made to carry on a belt. This is a very handy little steel.
